Justin M. Osburn

CHIEF EXECUTIVE OFFICER

Justin was a sales manager, general manager, and co-owner of three independent dealerships, and COO for a three-point, 12 Missouri franchise operation. Justin also was a partner and jump-started three successful independent dealerships. He has been called the “King of Cars,” a title well-earned during three years of retail-consulting throughout the US for the National Independent Automotive Dealers Association. There, he specialized in high-level, operational profitability. His 17 years of car-business experience, primarily executive-level across the independent and OEM automotive industry, is the cornerstone for his sought-after ability to identify and analyze operational choke-holds in automotive clients’ financial statements. Indeed, it converges on everything surrounding Automotive Reinsurance Concept’s stellar reputation today. Justin has served in the US Army and as a director on numerous company boards. He has been elected for public offices, holds an international patent, is a dynamic public speaker and published author. He is also a paid automotive expert witness. The NIADA bestowed the honor on Justin of rewriting its Certified Master Dealer Certification curriculum.

Melanie Mills

Melanie is the Director of Operations at ARC and proudly holds the distinction of being the company’s first employee. As the cornerstone of ARC's operational success, Melanie oversees the operations team and manages logistics, TPA relations, and administrative processes. As a pivotal member of ARC’s leadership team, she consistently drives improvements to support seamless departmental coordination and client satisfaction.

Melanie holds a Bachelor's Degree from Park University and previously served as the Executive Director of a nonprofit organization, where she was an active leader and community advocate. Outside of work, she values quality time with family and friends, has a passion for travel, and is dedicated to lifelong learning.

Cory Collins was born into the car business. The third-generation industry leader spent 25 years in active dealership management positions, beginning at age 15. He’s renowned as an F&I guru, earning the nickname “3K Cory Collins” for running more than $3,000 per vehicle retail. He currently serves as National Sales Director for Automotive Reinsurance Concepts, the fastest-growing reinsurance and warranty company in the U.S. Cory is a student of the car business who takes pride in helping others and has a passion for learning that led to him going back to school to become the first in his family to earn an MBA, receiving that degree in Automotive Retail Management from Northwood University. His number one goal is to share what he’s learned along the way and help as many people as he can to learn from the trial-and-error experience that has helped elevate him to the top of his profession.

Emily is from Winston Salem, North Carolina and comes to Automotive Reinsurance Concepts after being a Finance Director for the Parks Dealership Group out of North Carolina. Emily ran the finance department for three different dealerships while working for Parks Auto Group with top notch performance and customer satisfaction. Emily has impeccable work ethic and started in the car business in 2005 working as receptionist and through her work ethic and determination climbed the ranks of the business very quickly and now she will travel across the country servicing accounts for Automotive Reinsurance Concepts as one of the top F&I Trainers in the industry. Working with our company Emily has access to sign your dealership with our full line of F&I Products and Services. Offering in store training with your F&I Team as part of the service we provide we are able to not only create new and exciting profit opportunities for your dealership but also completely change the temperature in your store. There's a lot of thermometer type trainers and service providers in our industry but Emily is a thermostat and she can turn up the heat!

Brandon brings over a decade of expertise in the automotive industry, with six years in pivotal management roles. Originally starting his career in Corpus Christi, Texas, he now serves as a National Finance and Insurance Specialist at ARC. Brandon’s career took off with the creation of 361 Cars For Sale, an innovative buy, sell, and trade marketplace group that grew to over 90,000 members before successfully selling to a prior client of his.

This entrepreneurial achievement cemented his reputation as a digital marketing authority and led to his first management role in the industry, where he swiftly became a sought-after specialist in helping drive success for automotive dealerships.

Throughout his career, Brandon has worked & partnered with an impressive range of dealerships, from small local businesses to mega-dealers in some of the industry’s most competitive markets. Dedicated to continuous learning, Brandon is dedicated to empowering aspiring automotive professionals to not only achieve their goals but exceed them, paving the way for success for all involved.

Jason Caley

Jason began his automotive career in late 1994 at a successful Ford Dealership in the Kansas City market after returning home from the United States Marine Corps. In 1999, only four years into his journey, at age 23, he was promoted to Parts & Service Director and remained in that role until July 2005. That August, he was recruited to another Ford, Lincoln & Mercury store south of Kansas City and became the Fixed Operations Director of G.R. Milner Ford. In 2008, his career like many at that time, changed direction. During the economic downturn, he had to be versatile, performing other duties throughout the dealership such as Sales Manager, Finance Manager, and Administration. During this tenure, he designed, opened and operated an “off-site “ independent service center. In 2010, he became a minority Partner/Dealer in the dealership, and by the end of 2014, after the passing of Mr. Milner, G.R. Milner Ford was sold and purchased by the Max Motors Automotive Group, a place where he would stay to be the Director of Operations for the 5 rooftops they owned at the time.

In 2016, he led the expansion and the opening of a stand-alone collision center while continuing down the path as Director of Operations for Max Motors. After 25 years almost to the day, he decided to "retire from retail" at the end of 2019. Of all the successes and failures he experienced, leading hundreds of employees, a massive customer following and vendor relationships, his number one accomplishment was the average Service or Body technician tenure, under him, was 17 years. A number he is very proud of.

Caley is versed in all aspects of the automotive industry. Including banking, reinsurance, liability, human resource and normal day to day operations. In 2020 he started Caley Business Solutions, a consulting business aimed at helping businesses eliminate wasted movements and maximize their assets, reduce liability, and exposure and promote their labor power. CBS, even throughout COVID, experienced incredible success, not only with automotive dealerships but also businesses in equipment sales, service, marine business, insurance agencies and food and beverage.

He is excited for this new and final chapter of his career and appreciates all of the past achievements and struggles that have put him here today. ARC (Automotive Reinsurance Concepts) & Smart Groups are as excited to acquire his dealership experience and perspective as well as the speed of the game he brings to the already successful company.

Jason has two children, Bailey 26, and Jackson 24. Both are college graduates and played college softball and baseball. Both are married and successful in life. He is engaged to the love of his life, Anna S. He also has a very special 11 year old puppy named Anna Bell, a lab golden mix that serves as a therapy dog for sick and hurting people. In his spare time, he loves to golf, fish, bow hunt and travel the country with Anna for destination concerts.

Throughout his career, Rob has held virtually every management role, from General Manager to Executive Management and Sales Director for multi-franchise dealer groups. This depth of experience has given him a unique perspective on the “variable” side of the business, making him a sought-after consultant and mentor for dealership teams nationwide.

As a National Sales Trainer for over 11 years, Rob has helped thousands of automotive professionals achieve success through his “real-world” training seminars. When he’s not helping dealerships improve profitability, Rob enjoys life south of Kansas City, MO, where he spends quality time with his family and friends.

Howard Bullock

Howard has over 35 years of experience in the automotive industry, with a career that spans ownership of an independent dealership and general management roles at both a GM and a Ford franchised store. Throughout his career, he has gained hands-on experience in nearly every aspect of dealership operations.  

As the LinUs® expert, Howard is responsible for overseeing the creation and ongoing updates of all composite reports. He provides the coding team with the necessary formulas and works closely with SmartGroup members to ensure the accurate and timely input of data. His attention to detail ensures consistency across all data provided by members. Additionally, Howard leads the direct integration efforts for all DMS systems.

Outside of work, Howard is dedicated to his family and faith. He married his high school sweetheart in 1981, and together they have three children and nine grandchildren. An active member of First Baptist Church, Howard serves as a deacon, choir member, Sunday school teacher, security team, and head of the transportation committee.  In his spare time, he enjoys hanging out at his pool with his grandkids.

Outside of work, Amber loves spending time with her husband and children. She enjoys watching her kids play sports and is an avid participant in softball, volleyball, and cornhole. Amber also has a passion for travel and values time spent with friends.
